Pablo Almaguer

Pablo Javier Almaguer serves as Director of the Texas A&M University Colonias Program, leading strategic initiatives to enhance self-sufficiency, literacy, health education, and economic development for residents living in colonias across the entire Texas–Mexico border. Throughout a career spanning nearly three decades in public interest law and community advocacy, Pablo has dedicated his work to advancing civil legal aid, economic justice, and support for underserved border populations.

Prior to leading the Colonias Program, Pablo served as a Senior Attorney Fellow with the Economic Justice Initiative at the Texas A&M University School of Law where he helped establish a Medical-Legal Partnership with DHR Health. His extensive background also includes nearly 30 years with Texas RioGrande Legal Aid (TRLA), where he served as a manager, mentor, and successful litigator who obtained favorable verdicts or settlements for his clients in both state and federal courts.

Pablo earned his B.A. in Political Science from the University of Texas-Pan American in 1994 and his J.D. from the Chicago-Kent College of Law in 1997. In 2017, he was awarded an Honorary Doctorate Degree in Education from Wheelock College for his advocacy on behalf of women, children, and families.

A prominent leader in the state’s legal community, Pablo was the first legal aid lawyer to serve on the Board of Directors of the State Bar of Texas, and in 2010, was elected as their Chair. His service to the profession includes tenure on the Commission for Lawyer Discipline (2012–2018) and the Supreme Court of Texas’ Grievance Oversight Committee (2020–2023). Reappointed by the Supreme Court of Texas as a Commissioner to the Texas Access to Justice Commission (2023-2029), he continues to serve as Co-Chair of its Rural Access Committee.
